The accelerating crisis in climate change and the realization that humans are the primary cause of this change has raised questions about ownership and responsibility. Who “owns” the climate change crisis and who is responsible for mitigating and reversing it if possible? One overwhelming response by governments on an international level has been to propose a market solution, in essence, to sell the atmosphere.

Public Smog is een poging om een publiek park in de atmosfeer te creëren dat fluctueert in locatie en omvang. Het park wordt opgebouwd door financiële, wettelijke of politieke activiteiten die het openen voor publiek gebruik. Zo werden bijvoorbeeld emissierechten gekocht (NOX and CO2) in gereguleerde emissie markten waardoor ze ontoegankelijk werden voor de vervuilende industrieën. Deze activiteiten openden tijdelijke parken boven Zuid-Californië (juni 2014), de Europese Unie (2006-2007) en de Verenigde Staten (2010). Daarnaast werd ook een reeks reclamepanelen verspreid in Douala, Kameroen in 2009, die voorspelden wat de voordelen, complicaties en implicaties zouden zijn van een Public Smog actie boven Afrika.
Centraal in de installatie in Artefact staat de poging om de aardatmosfeer te erkennen als UNESCO Werelderfgoed, een poging die begon in 2006 en verder ontwikkeld werd in 2010 in de context van Documenta 13. Eerst werd Duitsland uitgenodigd, daarna alle UNESCO Natie Staten, om een coalitie te leiden naar het nominatieproces voor opname op de Werelderfgoed lijst.
Amy Balkin (US)

Amy Balkin is een Amerikaanse kunstenares die woont en werkt in San Francisco. In haar praktijk vermengt ze conceptuele kunst, performatieve interventies, online media, historisch onderzoek en politiek activisme. Haar projecten stellen een nieuwe ‘commons’ voor, rekening houdend met juridische grenzen en systemen, ecologische rechtvaardigheid en het delen van middelen uit het publieke domein, in de context van klimaatverandering. Balkin studeerde schilderkunst, video en beeldhouwkunst aan de School of the Art Institute of Chicago alvorens haar master te behalen in Stanford University.
